AGLC4 Rule 9.2.1: Official Documents of the United Nations: Author
Where a person or body other than one of the principal organs of the UN is named as the author of the document, give that author first. The author's official position may be added after the name where the title does not make it clear.

Formatting
- The author comes first, roman, followed by a comma.
- Principal organs of the UN are not named as authors.
- An optional official position follows the name after a comma, roman, and is itself followed by a comma.
- The italic title follows the author (and position).
